Scott F. Hibbs, P.E., President
Mr. Hibbs has a solid background as a water resources consultant and project manager for many private, public and governmental entities. He has extensive experience analyzing and developing resource alternatives for vital water supply, treatment and storage projects. Mr. Hibbs directs multi-discipline and multi-organizational teams for regional water and wastewater projects, in addition to overseeing construction management and providing hands-on training for operations and maintenance personnel.

James David Todd, P.E., R.P.L.S., Executive Vice President
Mr. Todd has worked with municipalities and water supply corporations in West Texas for over 30 years. He has vast experience obtaining public project funding from various sources. His municipal project experience includes stormwater management, design for pavement/street improvements, airport projects, sewer collection systems, water systems and wastewater systems. He is well versed in the Texas Community Development Program (TCDP) and other federal funding programs.

Scott D. Hay, P.E., Vice President
Mr. Hay has considerable experience as a water resources consultant for a number of regional municipalities and water districts. He has solid experience analyzing and designing numerous water supply, transmission and storage projects. Mr. Hay has directed multi-discipline and multi-organizational teams for facility plans and system designs, in addition to overseeing construction management and providing hands-on training for operations and maintenance personnel.

Prior to becoming licensed as an engineer, Mr. Hay served for over 13 years in the Air Force as a B-52 and B-1 pilot, achieving the rank of Major. His career in the Air Force produced extensive experience in leadership positions with varied individuals and project teams.

Scott Yungblut, P.E., Vice President
Mr. Yungblut performs engineering analysis and design on geotechnical and construction materials testing projects throughout Texas, Louisiana, Arkansas and Oklahoma. He supervises engineering, field and laboratory staff and activities for construction materials testing and geotechnical projects. Mr. Yungblut also conducts construction materials testing in the field and the laboratory. His construction materials experience includes soil property tests, core sampling, abrasion testing, concrete slump tests, concrete design, concrete beam and cylinder testing and field density tests.

Fred Curnutt, P.E., Vice President of Engineering Services
Mr. Curnutt has over 25 years experience in all facets of engineering and engineering management. He has extensive experience in infrastructure, facilities, special component and equipment testing, facilities and test operation and manufacturing. Mr. Curnutt has excellent leadership skills and has managed design/operations staff on many projects.

Jerry B. Oldham, P.G., Vice President of Environmental Services
Mr. Oldham has over 20 years of experience supervising subsurface investigation and hydrogeological-related studies, including landfill assessments. He has extensive knowledge of regional subsurface geological and groundwater formations, including the Ogallala Aquifer. Mr. Oldham is experienced with the following types of environmental projects: soil vapor surveys; emergency response; LPST investigations; risk assessments; Phase I environmental assessments; vapor recovery systems; free product recovery; and groundwater control systems. He performs contract and project management functions for state-lead leaking petroleum storage tank cleanup contracts. These contracts include emergency response, site investigation activities and remedial system operations and maintenance.

Larry K. Fuson, P.E., Vice President
Mr. Fuson has been actively and continuously involved in public works design and construction projects in Texas for over 30 years. He possesses extensive experience in municipal water supply and wastewater treatment facilities, ranging from feasibility studies, to detailed engineering design, to construction supervision, as well as overall project management responsibility.
